The City of Sterling's Comprehensive Plan is a guidance document for planning the long-range growth and development of the City. It is prepared and adopted under the authority of Chapter 65, Article 11, Division 12 of the Illinois State Statutes. It presents both the City of Sterling's current condition through a breadth of analysis, as well as a vision for the City's future. Perhaps most importantly, the plan establishes objectives and strategies to achieve this vision.
