Overview
There is hereby created, pursuant to 65 ILCS 5/11-45-7, a commission of 5 persons, to be chosen from the citizens at large from the City, to conduct and maintain a municipal band or programs in the performing arts. The members of the Band Commission shall be appointed by the Mayor with the approval of the City Council to serve 5 year staggered terms.
Rules & Bylaws
The Band Commission may make and adopt such bylaws, rules and regulations for its guidance, and for the carrying out of its duties, as may be expedient, not inconsistent with the enabling legislation. The Band Commission shall have the exclusive control of the expenditure of all money collected for the maintenance or employment of a municipal band for musical purposes, and for the maintenance and conduct of programs in the performing arts, and for the construction, purchase or lease, and maintenance of a band shell or similar structure, for the presentation of concerts, or such programs as may be presented by the commission, and shall have such other authority and duties as set forth in the enabling legislation.
Duties
The duties of the Band Commission shall include the management of the Grandon Civic Center in Central Park, including the authority to grant the use of the Grandon Civic Center, with fee or charge, for community band concerts, meetings of a public nature, and meetings and entertainment of various organizations, including churches, schools, lodges, associations and assemblies, and meetings for musical, educational, religious, patriotic, political or other purposes, and in granting such use shall carry out the purpose and intent of one David W Grandon, the donor of the Grandon Civic Center, as set forth in his communication to the Mayor and the City Council by letter dated November 29, 1937, and accepted by the City Council November 29, 1937.
Further, the Commission shall prescribe the terms and conditions of each user. Any violation of such terms and conditions shall authorize the commission to revoke any permit to any such user. The commission shall have the general supervision of the Grandon Civic Center, and shall report to the City Council any need for repairs, maintenance or care, to the end that it may be kept in proper and suitable condition for general use, and in good repair. Such commission shall supervise any repairs or additions that may be authorized and provided for by the City Council.
Annual Reports
The Band Commission shall render annual reports to the City Council at the same time other annual reports of City officers are received, and shall render special reports to the City Council at any time upon the request of the Mayor or the City Council.
